高素质人才缺乏阻碍期货公司发展

2008年3月2日我国期货交易额为4440亿创下历史新高,并且近期国内期货市场连续火爆。年初时我国推出了黄金期货,股指期货也很有可能随时会推出,加之商品期货品种也在逐步增加,可以这么说,中国期货市场目前正迎来一个发展的历史机遇期,外部环境不断改善,市场品种不断丰富,基础制度不断完善,风险控制能力不断提高。中国期货市场已经具备了积极稳妥发展的现实基础。诸多市场分析认为2008年中国期货市场发展将比股市拥有更为广阔的前景。然而,国内期货市场的发展并非完全乐观,由于法制环境,监管政策的约束以及国内期货“软实力”的不足,特别是人才的匮乏现象极为严重,如果此类问题不能有一个良好的解决过程,将会长期的成为我国期货市场“做大做强”的瓶颈。
由于前几年监管部门对期货公司的治理导致期货人才分流至证券,银行等其他金融机构,使得期货公司近年来的人才匮乏现象极为明显。据中国期货业协会统计,2007年全国期货从业人员仅为7744人。“期货业从业人员队伍规模小,表现在从业人员少、高学历人员少,全国期货从业人员7744人,其中本科生占34%,博士生仅占0.5%。与全国情况一样,北京期货业人才还不到1000人,情况不容乐观。”整个行业的人才断层现象比较突出。最保守地估计,按照每个品种需要一名分析师和新增6个新品种来计算,全国180家期货公司,大约需要1080名分析师,如果再加上其他有关服务和市场开发人员,整个行业的人才缺口更大。无奈之下,为应对不断扩容的市场,有些公司甚至出现了一个分析师负责两到三个期货品种的情况。某资深人士如是说目前,我国期货行业人才匮乏只是一个表面现象,更多是缺乏高素质的专业人才。
根据从事期货业务特征对期货公司的划分,可将期货公司分类为:一是期货IB。作为拥有较多客户资源与专业市场开发经验的IB,可以为单个或多个期货公司介绍客户。IB可能比期货公司更清楚客户的需求以及对资产投入与收入的预期,可以帮助期货公司更好地服务客户;IB还可以通过对多家期货公司的对比,为客户提供更详细和更公正的信息,为客户选择期货公司提供建议。目前国内的IB资格仅限于证券公司,随着市场的持续发展,此类制度限制可能会有所改观。  
二是专业提供交易通道的期货公司。如果一家期货公司能为客户提供全面的通道服务,使客户能够比较流畅、方便、及时地进行交易,从而获得稳定的通道费用,一定可以在期货市场中获得立足之地。  
三是期货投资基金。期货行业经过十几年的发展,培养了一批对期货有着深刻理解和丰富经验的专业操盘手,利用这些操盘手的经验进行集合投资,获得稳定回报,对一些非专业投资者肯定具有很大的吸引力。同时,投资基金也可以更好地活跃市场,促进市场的流动性。  
四是专业的期货交易系统维护商。期货交易系统的正常运行是期货交易能够顺利进行的前提,通过专业化的公司对系统进行实施维护,不仅可以保证系统运行的稳定性,还能减少期货市场整体系统的维护费用。  
五是行业产品研究机构。随着期货品种的不断增加,研究人员的专业化与品种不断增加之间的矛盾越来越突出。成立专门的研究机构,对某个行业品种进行分析,并将分析报告有偿提供给所有需求者,将成为解决这一矛盾的方法之一。
从以上分析我们可以看出,期货业的人才需求结构从低到高可归结为:市场营销人才、金融IT人才、研发人才、专业投资人才(操盘手、或CTA)。高端期货人才应该是具有商品交易顾问属性的操盘手或期货分析师。除了中国期货业协会即将推向市场的期货分析师资格认证外,国内在培养高端期货人才上至今没有一套完整的体系,这或许与国内期货市场发展程度有关联。但是不能不证实的问题是,今后随着金融期货市场的稳步发展,类似与期权、互换等衍生品的推出,期货业的格局将会发生质的变化。目前市场上能够胜任在复杂情况下保持稳健收益水平的专业人才寥寥无几,这与目前期货业在国内发达程度以及缺乏高水平的研发有关。许多期货人才分析市场目前还是侧重与基本面及技术面的分析,而欧美国家目前利用金融工程方法分析市场及制定交易策略极为普遍。
欧美等国家多样的衍生品交易及风险管理策略主要是通过数量模型的运用而完成,且许多优秀的商品交易顾问也同时为优秀的数量师。今后当我们国家推出金融期货、期权及其他衍生品后,包括商品期货、期权的发展,基本面及技术分析将远远不能满足我们对期货市场能够拥有一个良好的把握能力要求,我们也将同样会利用数量分析及建模等方法来实现复杂情况下的风险规避及套期保值。CQF分析师相信有一天,侧重于运用数量模型解决期货问题的金融工程师将会由高校及能够拥有类似的资格认证来批量培养,以适应当下中国期货业发展对人才升级的需求。目前此类的认证如数量金融工程师认证已经进入中国,但高校针对这一领域人才的培养尚未构成系统,这也与国内师资环境有关,随着金融行业的进一步发展,相信这一块会渐渐完善起来。

About the CTA Exam

Oil, gas, wheat, foreign currency – commodity investing can be daunting even for the pros. Given the risk and capital involved, investors may need a trading whiz, a CTA. While CTAs are not required to have a formal education, they must pass the Series 3 exam or prove eligibility through a host of other means. For the most part, anyone who advises at least 15 people in the previous year must be CTA-certified.

1. What concrete skills will I learn or improve as part of the certification process?

The Series 3 Exam – the most common path to the CTA certification – is a two-part exam that covers rules and market knowledge. One must score at least 70% to become eligible for becoming a CTA. Alternatively, one could: take the Futured Managed Funds Examination (Series 31); take the Limited Futures Examination – Regulations (Series 32); receive referrals from securities clients; or receive a waiver for trading primarily in securities. Each of these alternatives comes with its own stipulations.
The Series 3 exam covers the following subjects:
PART I: Market Knowledge
  • Futures trading theory and basic terminology
  • Futures margins, option premiums, price limits, futures settlements, delivery, exercise and assignment
  • Types of orders, customer accounts, price analysis
  • Basic hedging, basic calculations, hedging futures
  • Spreading and speculating futures and options
PART II: Rules
  • General
  • FCM/IB Regulations
  • CPO/CTA
  • Arbitration Procedures
  • NFA Disciplinary Procedures

2. How will the certification benefit working professionals or students?

Working as a commodities advisor takes a lot of guts and savvy, and this certification tells the world you have what it takes. CTAs primarily work on their own unless they need an associate or two to fill in skills gaps. For example, CTAs may decide to partner for help with the business and marketing side of things. There also are third parties who can assist with raising funds … at a price.

3. What are the long-term advantages of certification?

The average salary for a CTA is $66,000, and advisors work on commission. CTAs work on commission, which typically breaks down to a 2% management fee and 20% in profits. Competition is fierce and long-term results are king. Those who make the cut and last from two to three years can expect to attract more business. Within this decade, money in management futures grew 500%.
